Firstly,discuss the opportunities and challenges which the fast developing universities confronted in their library construction were discussed.Secondly,the author supply some thinking and measures for those fast developing universities in the library construction:thinking about the importance of the library ,the fast developing universities should make a long term planning and perfectly exert the superiorities of the developing universities; the library should not only pay attention to the quantity ,but also the quality and serve to the university's development after they have expanded and have upgraded; reform the library's organizations and renew the management conception; adopt the conception of market running and strengthen the library's capabilities to make service to the communities around.
