本文针对军工科研院所面临的形势和现状 ,提出了完善科技创新体系 ,健全领导机构 ,提供经费保障的构想 ,并从建立科技创新“投入机制”、“评价机制”和“激励机制”三个方面给出了一整套政策和办法。

According to the present situation faced by millitary research institutes,this paper points out the opinions of perfecting science and technology innovation system, completing leadership structure,and providing financial guarantee. It discusses establishment of mechanisms in involvement,evaluation and encourgement. A set of related policies and methods are put forward.
