摘要
水文仪器的研制既是一个技术密集型的产业,又是一个资金密集型的产业。分析了目前我国水文仪器科研体制存在的弊端和改革的必要性,我国水文仪器研制要想取得突破性进展,必须改变目前水文仪器科研院所小而散的管理体制,进行强强联合,实行规模化生产,走市场化道路。
Development on hydrological instruments is a industry of multi-techniques and big investment. This paper analyzes drawbacks in existent system of hydrological instruments research and the necessity of reform. In order to make a breakthrough, it is necessary to reform the management system of institutes in the way or co-operating with strong partners, manufacturing on commercial scale and catering to the market.
