摘要
探讨了贫困地区的成因、旅游扶贫开发的内涵、特点及其战略意义。在此基础上提出了旅游扶贫开发应选择的资源(Resource)—人(Humanity)—效益(Benefit)三要素系统战略思路,即RHB战略思路,为旅游扶贫开发提供依据。
The reason for the poor areas, the intension, characteristics and the strategic significance of the anti-poverty tourisn exploitation are discussed. Besides, a strategic thinking is proposed which includes the three key elements―RHB(resource, humanity and benefit). Some bases are provided for the anti-poverty tourism exploitation.
