摘要
本文通过对卫生人力成本的含义、使用现状及其成因进行分析 ,指明目前我国卫生人力成本表现出低水平、低收益、低效率的特征。笔者认为要控制和优化卫生人力成本结构 ,可以分别从人力资源的取得成本、维持成本、发展成本的控制与优化上采取措施。具体包括 :拓宽卫生人力提供渠道 ,优化人力资源结构 ;市场竞争机制参与卫生服务价格调控 ;
The author analyzed the definition, using and cause of formation of health manpower cost, and pointed out the characteristics of cost as low level, low benefit and low efficiency. The author believed that measures should be taken on controlling and optimizing the attained cost, maintain cost and develop cost. The measures includes broadening way of health manpower resource, optimizing its structure, adjust and control price of health service, and improved management system of health manpower resource.
