文章提出,如果新一轮的电力体制改革,光改“体”而未改“制”,不仅达不到改革的目的,甚至加剧矛盾的深化。此所说的“体”改是硬件环境的改善,而“制”改则是配套的政策设施的改善。我国目前实行的规划、立项、调研、开工、上网电价、售电价格等全方位的审批制度很不合理。有关部门、电监会、地方政府、电网、发电企业责任不清,如果不改革就不可能形成一个竞争有序的中国电力市场。如果说,改革是解决“软件”问题,那么技术就是解决“硬件”问题。

It is recommends to avoid serious conflict, and attain a good result, that the new round of reform in the power industry should take a change not only from the system, but also from the mechanisms. While the system reform means to improve the physical environment, and mechanisms reform needs to improve the relative policies in power industry. As the examination and approval system still have its problems in certain aspects, and un clear responsibility division between relative enterprises and state government, it needs to build a sound competition environment for China’s power market through the reform. Hence, the reform could be a good solution to the problems of the system; the technology could be help to tackle the problems of practice process.
