摘要
本文经过大量的前期调研工作,研究了我国电力供求的现状和存在的问题,首次在我国提出组合电力需求、组合电价、尖峰电价和可中断电价等电能价格动态组合的观点,力求通过对我国电价机制的创新设计,为我国能源发展战略提供相关的理论研究思路和可操作的实施方法。
By analyzing the present situation and problem of forming mechanisms of electrical power tariff, this article holds that the power tariff, for new long term energy development strategy goal of China, should be priced by innovation. It points out what is the power demand group and tariff group, we propose the interrupt, peak and reliability tariffs, and how to group it to achieve the balance for energy economic goals of China.
