摘要
本文比较了国际上具有代表性的几个国家的信息 (主要是政府信息 )公开制度及其做法 ,比较八个方面展开 :适用机关、实施组织、请求权人资格限定、公开例外与公开范围、决定公开的权力、对可公开的行政文书的管理、利用公开文件的过程及救济手段、信息立法体系。本文还联系我国的实际情况 。
In this paper, information (mainly government information) disclosure system and practice of several countries are compared from eight aspects: applied departments , actualized organizations, limit of claimer qualification, opening scope, influence to decide disclosure, supervision to administration amanuensis, process and succoring means of utilization, information legislation system. Some referenced measures are proposed related to native practice.
