企业潜在危险性评价指标体系及定量安全指标的决策方法

THE EVALUATION INDEX SYSTEM AND FIXED QUANTITY SAFETY INDEX DECISION OF THE POTENTIAL CRISIS OF ENTERPRISES

我国在以往确定林业企业允许的千人死亡率和千人重伤率时,基本依靠管理人员经验,由主管部门下达统一的安全指标值,所有企业“一刀切”,既不科学也不合理。为此,根据安全科学原理和林业企业安全生产实际,提出了一种综合评价与度量林业企业潜在危险性及其程度的评价指标体系,建立企业潜在危险指数计算公式,以及根据企业潜在危险指数确定企业合理的定量安全指标的方法。

The decision of the death and the heavy injury rate per thousand persons in our forestry enterprises was based on administrative personnel's experience, then the same safety index was given by the responsible department, which was carried out in all forestry enterprises. That is neither scientific nor reasonable. To solve this problem, on the basis of the scientific theories and practical condition of forestry enterprises the authers put forward safety inder system of evaluation of potential crisis and its degree of forestry enterprises, give the formla to calculate potential crisis index which on the basis of reasonal quantity safety indexes are decided.
