关于江苏高校民办二级学院建设与发展的思考及对策

Reflections on and Countermeasures for the Construction and Development of Non-governmental Second-level Colleges by Universities of Jiangsu

高校民办二级学院是我省乃至全国高校办学体制改革与发展中出现的一个新生事物 ,具有体制创新的重大价值和重要意义。它为社会力量介入高等教育提供了更加广阔的发展空间 ,是顺应高等教育发展形势 ,贯彻落实《民办教育促进法》 ,全面推进民办高等教育发展的重大举措。对于高校民办二级学院在办学过程中出现的某些不足与问题 ,应按照教育部《若干意见》中办好“独立学院”的要求加以调整和解决。

Non-governmental second-level college built by university is novelty emerging in the reform and development of running school system in our country,and has great value and meaning of system innovation. It provides wilder developmental space for social power's intervening higher education. As a result,it is an excellent measure to comply with the developmental trend of higher education, to implement Non-governmental Education Promotion Law ,and to push on the development of non-governmental higher education in full scale. Those shortages and problems emerging in the process of running school should be adjusted and resolved according to the requests of A Certain Number Opinion by Ministry of Education about well running independent institutes.
