The paper analyzes the construction of China Agricultural Information Network and problems during the utilization of it, and put forward the concept of network construction based on users. The following recommendations should be helpful in the deepening construction of network: the unity of contents and forms; the network construction based on regional characters; integration of network and agricultural branch institutions; and network maintenance and update.
