应将改革开放和社会主义现代化建设的根本目的概括为不断满足人民日益增长的“物质、民主和文化需要”。原先的提法基于我们一直以来对人类文明结构“两分法”的理解和划分,既与社会主义现代化和人的全面发展的目标不相适应,又不能完全涵盖中国特色社会主义全面进步的客观现实;也不利于反驳一些别有用心的人对我国人权状况的歪曲和攻击。

The paper thinks that the ultimate purpose of socialist modernization construction and opening up and reform is to fulfill people's increasing needs in materials, democracy and culture. The original version that is to fulfill people's increasing material and cultural needs is based on the law of dividing civilization into two aspects. It does not fit the goals of socialist modernization and man' s full development, nor does it reflect the reality of the full development of Chinese socialism. It will prevent China from rebutting the perversion and attack on China's human rights conditions by some ill - purposed countries.
