该文从GDP增长、农业生产、固定资产投资增速及物价等方面概括了上半年经济形势的主要特点,认为随着各项宏观调控措施的逐步到位,下半年我国经济增长可能趋于回落,针对当前投融资体制和投资调控中存在的一些突出问题,提出应进一步规范政府职能,完善和健全投资约束机制,加强经济发展与环境保护的协调发展。

This paper draws conclusions on the features of China's economic performance in the first half of the year, summarizing the aspects of GDP growth, agricultural production, accelerating fixed asset investment and commodity price. The author holds that the country's economic growth should slow down in the second half of 2004, as the various measures for macro adjustment take effect. Regarding problems in the system of investment and financing, as well as the fine-tuning of investment, the paper points out that government functions should be further regulated, the investment restriction mechanism must be improved and perfected, and economic development must give greater weight to environmental protection.
