构建中国的粮食安全保障体系

Constructing a System to Safeguard Food Security in China

近几年我国粮食出现了相对过剩的局面 ,但这种供大于求的背后隐藏着诸多不稳定因素。由于粮食安全涉及经济的各个环节 ,不能仅以生产能力和供求平衡作为评价的标准 ,所以 ,即使是在目前粮食供略大于求的情况下 ,我国的粮食安全程度仍然很低。中国粮食形势严峻的重要原因在于粮食资源的流失 ,资源的流失是由于该产业缺乏使其获得合理收益的机制。在粮食比较利益低下这一事实难以改变的条件下 ,政府应该通过构建粮食生产要素的保障体系来保护粮食的生产能力 ,提升粮食安全系数。

In recent years,even in years when grain supply is larger than demand,the food security has been fragile in China. An important cause to such a situation has been a loss of food resources. If comparative advantage for grain production can hardly rise in China,the government must construct a safeguard system to protect the capacity of grain production so as to strengthen food security.
