中国公务员的非政治中立性与人民性

Non political neutral of Chinese public servants and their people character

与西方文官制度所标榜的“政治中立”不同,中国的公务员具有非政治中立性,而这种性质从某种层面上讲就是人民性;这两种特性的存在是必然的,而且是符合中国国情的;所以,如何保持两种特性应该成为中国公务员制度建设的题中之意。

To be different from the principle of'Political Neutrality' announced by western world's Governmental Functionary institution,Chinese Officialism have the feature of disneutrality,while,we can regard the disneutrality as the essence of demos to some extend.The two characteristics' existence is necessary and they fit the condition of China at present.So,how to keep the two features should be emphasized in the process of constructing Chinese Officialism institution.
