我国主要流域水体污染评价、预警管理及污染原因探究

Evaluation of Water Pollution in Main Rivers of China and Pre-Warning Management

该文针对我国水污染问题严重的现状特点,在对我国主要流域的水质采用模糊综合评判模型进行定量评价的基础上,提出了预警管理的对策思路;该文的最后还分析了造成我国水污染问题如此严重的主要原因在于:(1)市场机制的缺失;(2)执法管理的缺位;(3)公德意识的缺损;(4)增长模式的缺陷;(5)技术力量的缺憾;(6)环保投入的缺口.

A principle of evaluating China's water pollution is first proposed, and a fuzzy complex (evaluation) model is then applied in evaluating water pollution in main rivers. Finally, several causes of (water) pollution are discussed. These are imperfection in the market economy, inadequate management, problems in public ethics, defects in development models, lack of advanced techniques, and insufficient investment in environmental projects.
