The Five Difficult Problems Facing the Reform on the County-Level Administrative System

县级行政体制改革近年来一直处于停顿状态 ,究其原因在于改革有许多绕不过去的难题 ,这些难题主要是 :改革成本难付 ,冗员难以分流 ,权力再分配难以运作 ,职能转变阻力太大 ,机构改革干扰太多。解决这些难题需要从中央到地方共同攻关。

The reform on the county-level administrative system has been at a stand still in all the recent years. The reason for such a standstill is that there are many difficult problems that the reform can not solve, among which are high reform costs, redundant staff, power redistribution, resistance against functional transformation and interferences in institutional reform. The Central Government and local governments need to coordinate their efforts in order to solve all the above difficult problems.
