The existence and healthy development of high-tech enterprises arouse the extensive concern of governments at all levels. The paper has designed a healthy evaluation system and model with fuzzy mathematics and the analysis of hierarchical process. The evaluation procedure not only considers the influence of all factors but also retains all the information of evaluations at all levels. The example, with the typical high-tech enterprises data, indicates that the result has directly reflected the real circumstances of high-tech enterprises.
