摘要
公用企业的垄断是不容忽视的社会现象。公用企业反垄断的完善应立法先行 ,实行企业市场化。改革听证会制度 。
The monopoly of the pubic utility enterprises is a social phenomenon allowed of no neglect. To perfect anti- monopoly, legislation should be introduced in advanced. And enterprises should marketize. Then the system of public hearing should be reformed and brought into full play.
