从社会的利益群体论卫生服务的公平性

Discussion on Equity of Health Service from Benefit Groups of Society

卫生服务所涉及到的公平性包括 3个方面的内容 :卫生服务资源分配的公平性、卫生服务利用的公平性以及卫生服务筹资的公平性。而随着社会经济的发展和利益格局的变化 ,分化后的不同群体在卫生服务上需求是不同的 ,卫生资源在不同群体间的分配比例也是不一样的 ,卫生筹资在不同社会阶层的比例也有显著的区别。分化后下层群体对卫生资源占有和利用的问题比较突出 ,要改变这一状况 ,就应当建立正确的公平理念 ,妥善处理公平与效率的关系 ,解决好这些问题对于促进我国卫生事业的发展 。

Equity of health service includes three aspects, which are equity of distribution of health resources, equity of utilization of health service and equity of financing of health service. With the development of society and economy and change of benefit structure, the demands on health service for different groups are different. The ratios of distribution of health service among different groups also different and the ratios of financing among different social classes are distinct. The problems about distribution of health resources and utilization of health service for lower groups are outstanding. To solve this problem, it should establish correct equity cognition, and rationally deal with relationship between equity and efficiency. Solving well these problems is significant to advance development of health service and realize the goal of health for all.
