本文阐述党章研究的现实意义和有益的启示;分析党章文本存在的不足和薄弱环节;探讨党在改革开放新的历史条件下,如何进一步修改和完善党章中的一些程序性、制度性条款,建立有效的权力监督约束机制,真正确立党章在党内的尊严和最高权威地位,积极稳妥地推进党内的民主化建设。

This paper is about the study of the realistic significance and beneficial revelation of the Charter of CPC. It analysizes the inadequacy and weakpoint existing in the Charter, explores how to further revise and perfect some procedual and systematic terms in the Charter, establishes efficient control system of the power supervision, really sets up the Charter's dignity, superior authority and position within the Party and exactly promotes the Party's democratic construction in the period of reform and opening to the outside world.
