after our entry into WTO, Chinese libraries face the challenges of international competition, lack of talents, safety of information and value of service, etc. Countermeasures include organizing transregional library unions, establishing talent stimulating systems, setting up safe effective net protecting systems, renewing book service value evaluation system and so on in order to make our libraries face various complicated situations, survive and develop.
