"效率优先、兼顾公平"的原则,是发展与完善社会主义市场经济的必然要求。20多年来,它对提升我国经济实力、促进社会进步和满足人民日益增长的物质文化需要,起到了相当重要的作用。但人们并没有从理论上真正搞清楚公平与效率的涵义及二者之间的关系,导致实践中出现片面追求经济增长速度、忽视社会公平与公正等问题。现阶段我国正处于改革发展的关键时期,以科学发展观重新审视"效率优先、兼顾公平"的原则是非常必要的。

The policy of 'Efficiency Preferred and Equality Concurred' is an inevitable trend to develop and perfect socialist market economy.For 20 years,this policy has been playing an important role in improving our economy strength,promoting the social advancement and meeting people's increasing material and cultural demands. However,people fail in thoroughly understanding the theoretical sense of equality and efficiency as well as the relationship between them,which leads to one-sidedness in pursuing economy-developing speed and neglect of such problems as social equality and justice.At the present crucial period in reforming and developing our nation,it is very necessary to reconsider cautiously the policy of'Efficiency Preferred and Equality Concurred' with an outlook of science and development.
