公共行政范式的双重转型——从管理理念到价值取向

The Twofold Transition of the Paradigm of Public Administration—— from Management Idea to Value Orientation

公共部门管理尤其是政府管理研究领域早已是一个结构化的知识分支或独立的学科了。本文分析了公共行政范式的转换历程,并探讨范式转变背后的价值动因,应该说从早期的官僚制行政范式到中期的民主制行政范式,再到近期的新公共管理范式,行政价值也从效率至上主义到以民主、公平为主导,再到以经济、效率和效益为核心的价值取向。最后笔者从哲学视野对以上理论流变进行了思考。

Public sector management, especially government administration, has long been anindcpendent discipline. This paper analyses the transforan process of the paradigm of publicadministration: change from the early bureaucratic model to the middle democratic model, to thelatest new puhlic management and also probes the value factors behind these changes. Along withthese change, the value has changed from efficiency to democracy and justice, to economy, efficiencyand effectiveness.
