社会养老保险的具体制度安排和运行是不同利益集团博弈的结果,政府和企业是社会养老保险中最重要的两个责任主体,也是最主要的两个博弈主体。目前两者的博弈集中表现为:政府利用制定社会养老保险规则的权力,将养老保险隐性债务转嫁给企业;养老负担较轻的企业进行逆向选择,不愿参加现行的社会养老保险体系;已参加社会养老保险体系的企业,则采取各种对策,逃避缴费义务。因此,采取有效的对策,使我国的社会养老保险制度具有可持续性,已成为我国社会保障制度建设的一个重要问题。

Arrangement of the concrete system is the gaming result of the different interestgroups. Government and business enterprises are two most important gaming bodies with duty onsocial pension insurance. The performance of current gaming concentrates on below: governmentmakes use of its regular power of constituting rule on social pension insurance, to pass on concealeddebt of pension insurance obligation to business enterprises; the lighter burden business enterprises inproviding for aged prefer reversed choice, reluctance to attend the current social pension insurancesystem; the business enterprise within the social pension insurance system, then adopt every kind ofcountermeasure to elude the fee duty. Therefore, adopting valid countermeasure, and making thesocial pension insurance system of the our country to keep on the repersistence, become an importantissue for the development of Chinese social security system.
