现代行政法治的核心是对行政权力的控制,行政法的实质是控权法。本文主要针对行政权的扩张和滥用为目标,从行政人的本性、行政权的特性,结合当前我国的现实情况来分析对行政权加以制约和监督必要性和现实性的理性认识。
