Strategic Geography and the Development of the PLA Navy

本文从分析地缘关系的基本构成要素入手 ,提出了“战略地缘”的概念 ,并在对地缘与战略地缘的区别进行辨析的基础上 ,论述了战略地缘对国家安全的意义 ,同时从历史与现实结合的角度就地缘特征对国家军事力量建设和海军发展的作用进行了探讨。文章着重对中国地缘特征及其对发展海军的影响做了分析 ,提出应从 2 1世纪初国际战略格局的变化与重组着眼 ,抓住战略机遇期 ,力避大陆濒海国家的地缘特征对海军建设可能产生的制约 ,加快发展中国海军 ,重新架构中国国家战略地缘 。

This essay puts forward the concept of“strategic geography”as an extension of an analysis of the basic components of geographic relations. It then expounds upon the significance of strategic geography to national security based on the differentiation and analysis of geography and strategic geography. In addition, it also discusses the impact of the geographic characteristics of a state on the development of its armed forces, especially its navy, by reviewing both the history and the current situation. This essay focuses on an analysis of China's geographic characteristics and its impact on the development of the PLA Navy. It argues that China should seek a strategic interlude to restructure its national strategic geography and to accelerate the development of the PLA Navy in view of the readjustments in the international strategic structure in the early 21st century. Only by avoiding potential restraints on naval development which might be exerted by the geographic characteristics of a continental state bordering on the sea can China maintain the security of its national interests and boundaries.
