黑龙江农业经济形势分析

Analysis on the Economic Situation of the Agriculture of Heilongjiang Province

分析了2003年黑龙江省农业经济主要指标的运行态势,指出该省农业经济运行中因自然灾害和种植结构调整,粮食减产严重,其负面影响明显;农民人均收入与全国水平差距拉大;城乡居民收入、消费差距呈扩大态势;缺乏有效的农产品涨价应对措施。建议今后建立并完善政府、企业和农户的联动机制,尽快实施对小江小河的治理,将老工业基地改造与农产品基地建设结合起来,鼓励农户经营制度创新,建立农产品运行系统等。

The author analyses the developmental trend of the agricultural economy in Heilongjiang province and points out the disadvantages in the agricultural economy. The natural disaster and plant structural adjustment and the reduction of foodstuff output, all of these effect the development of the agricultural economy seriously. The great difference exists between the average income of farmers and the national standard. And the difference between the downtown citizens' income and the personal consumption is enlarging all the time. There is not relevant countermeasure rejecting the markup. So the author gives useful suggestion to strengthen the contact of the government and enterprises and the farmers; to quicken the conservation of the rivers; and to combine the reconstruction of the old industrial bases with the establishment of the agricultural productive bases to encourage the farmers to create the new management system and build new productive operation system of agriculture.
