摘要
现阶段农村基层组织普遍存在着“弱化”现象。即村干部年龄老化;组织结构低层次化;系统运转形式化。究其原因,一方面是几千年积淀在农村社会的传统基因与不断变化的现实农村体制的冲突,另一方面是利益的拉动效应不足。据此,要解决农村基层组织存在的“弱化”现象必须首先从提高农民的整体素质入手,在智力层面增强与传统意识的对抗力;同时也要建立一个有效的激励机制,满足人们正常的心理需求。
There is commonly the phenomenon of weakness in rural basic organizations at present, i.e. the rural cadres are old, the level of organization structure is low and the system runs formally. The article shows two reasons about it. On the one hand, there is a lash between the thousands of year's traditional gene in rural society, and on the other hand, the effect of promotion profit is inadequate. So, to solve the problem, raising the peasants' whole quality must be the first step while strengthening intelligence level to be against the traditional consciousness. In the meantime, it is necessary to build up an effective encouraging system to satisfy people's common psychological needs.
