从CEPA看政府管理方式的创新

Innovation of Government' s Management Method in a Point of View of CEPA

中国内地与港澳更紧密经贸关系安排(CEPA)是内地与港澳实现全面区域经济合作的政府间制度安排。CEPA具有自由贸易协议性质,受国际经济法制约,它的精髓在于把两地的经济合作与交流提升到制度化建设的层面。文章认为,CEPA的内在要求是政府管理方式走向国际化和政府管理职能分化,并提出了创新政府管理方式的路径。

CEPA in Chinese hinterland with HongKong-Macao is a system arrangement between HongKong-Macao government and Chinese government for complete cooperation in district economy. The CEPA has the free trade agreement characteristics, and is restricted to the international and economic laws system. Its essence consists in promoting the level of systemizing the economic cooperation and the exchanges of the two districts. The article analyses inside request of CEPA: internationalization of government management method and differentiation of government function, and bring up the way of innovation of government management method.
