我国循环经济立法,在制定专门的循环经济法律的同时,应将循环经济理念贯穿到现有的环境法中去。根据我国的现状,循环经济立法应走先制定基本法,再根据基本法的规定,制定相应的单行法律法规的路子。而循环经济基本法法律规范应按照政府、企业、公众三个层次来组织。

The legislation of circular economy should run the idea circular economy through the existing environmental law as well as drafting specialized circular economy law in China. On the basis of present conditions, we should draft the basic law first,then draft the corresponding single-space law according to the basic law. And the law and regulations of circular economy should be formed in the light of government, enterprise and the public.
