“以德治国”理论具有双重内涵,即官德建设和民德建设。官德建设是“以德治国”的核心和关键;民德建设是“以德治国”的基础和目的。要以德治国,首先要以德治党、以德治官。以德治国能否实现,也主要依靠广大党员干部对全社会成员进行道德教育。“德治”和“法治”是治国方略的两个基本方面,它们只有有机结合,相得益彰,才能确保社会调节手段的完备和有效。

The double implications of administering a country with morality refer to the construction of official morality and the construction of people morality the former is the core and key and the latter is the foundation and goal.First,to administer a country with morality requires to administer the Party and the officials with morality.Then,the numerous party members and cadres are appealed to inculcate in the whole member of society a respect for morality .Administering with morality and administering with law are the two aspects of the general plan of country administration which supplement and complement each other and which ensure the perfection and effectiveness of social requlating means.
