A Survey of the Sino-Russian Negotiations about Hulunber in the Early Twenties

1911年外蒙古宣布“独立”后,沙皇俄国又唆使呼伦贝尔的统治者乘机脱离中国。中华民国成立后,中俄政府就呼伦贝尔的统治权问题进行了多年的交涉,直到俄国十月革命后,中国才逐步恢复了在呼伦贝尔的完全主权,维护了领土的完整。

After Mongolia declared independence in 1911,the tsarist in Russia instigated the ruler of Hulunber to break away from China.After the foundation of the Republic of China,the Chinese government waged a continuous struggle with the Russian govrnment about dominion for many years.Only after the October Revolution,China got to restore its sovereignty fully over Hulunber and defended the territorial integrity.
