将收容教育所、强制戒毒所、治安拘留所和安康医院统一划归监管部门管理是公安改革的一部分,公安监所管理由原来单纯的对看守所的管理扩大为对五所一院的管理,监所性质发生了变化。总的来说,监所首先是公安工作的一项专门业务,其次是国家刑事法律、行政法规强制措施的执行机关。具体说,五所一院各自性质又有所不同,既有监狱、国家司法机关,还有司法行政机关和行政医疗矫正单位,其历史沿革也各不相同。

To put the receiving station,compul sory addiction treatment station,s ecurity detention watchhouse and the pacification hospital under the aelministration of t he prisoning and controlling de-partment is a part of reform of public security.The prisoning section enl arges its management from the previous management only of the coop to the management of theFive Sections &On hospital,thus the character of the prisoning section h as changed.In the whole,the poisoni ng section first,is one profes-sional operation of the public secur ity work;second,it is the enforcing department of the national criminal laws and the administration rules,C oncretely speaking,the'Five Sections and One Hospitalhave their own different characters:some are j ails or national;other are judicatu re department or judicature admin-istration department or administra tion medical unit.Their historical evolutions are also different.
