近代直隶地方政府在执行中央政府矿业政策的过程中 ,既执行中央政策 ,又加强自己的控制权 ,因而导致直隶现代煤炭企业发展不快 ,土法煤矿大量存在。

In the process of practicing the central government’s policy of coal industry,Zhili local governmentcarried out the central policy on the one hand,while made effortto strengthening its own control power on the other hand.The re- sultant situation was slow growth of Zhili modern coal enterprise and existence of numerous illicitcoal mines.The effect of the Qing central government’s policy of encouraging modern mineral industry had been greatly reduced
