当今人力资本已成为全社会的第一资本。人力资本的创新能力是任何竞争对手都无法模仿和复制的 ,是其它任何资源都难于替代的。人力资本是先进生产力的倍增器 ,而先进合理的制度则是新生产力的催化剂。要使人力资本的创造力达到最大值 ,就须通过制度去诱导、激活人力资本的创新行为。

The human capital has become the first capital and its capacity of innovation can not be imitated, reproduced and replaced by other resources. The human capital is a multiplier of advanced productive forces while a rational system plays the role of a catalyst of new productive forces. To make the human capital create the greatest value, we must use systems to guide and activate the innovation of the human capital .
