外来流动人口的增加和外来人口管理方面新政策的出台,使现阶段的外来人口管理工作面临着许多新情况和新问题。因此,我们必须首先转变外来人口管理的传统观念,并在证件管理、流动人口总量、流动人口管理信息化、流动人口社区化管理和自我管理等方面做出根本性的变革。

We have been faced with many new problems and situations because of increasing quantity of transient population and the appearance of new policies in transient population administration.
