论质量管理体系的有效性

On the Validity of Quality Management System

质量管理体系本身是完全有效的,之所以相当部分企业没有从质量管理体系中有所回报,是因为质量体系文件化、做法生搬硬套,"串谋"行为和管理监督不力。要确保质量管理体系的有效性,从微观主体的企业来说,要把贯标认证做"实";宏观管理体系的政府则要向机制要有效性,并确保监管公正、客观。

Validity is the life of quality management system (QMS). QMS and it's certification would have no signification of continual existence if it had no validity. The rigorous supervision from the government is an exterior impetus of assuring validity; and meanwhile, the correctitude attitudes and correct understanding etc. are the go-aheadism inner motivity. If measures are taken from the two sides synchronously, then the validity of QMS can be expected. Based on the Mechanism-designing Theory of systems engineering and Game Theory, a brand-new mechanism can be designed in which the accreditation administration, the certification institutions, consulting institutions and enterprises etc. can cooperate with one another to assure the QMS and its certification validity.
