国家主权是人权的基础,是人权的基本保障。"人权高于主权"曲解、混淆和颠倒了人权与主权的基本内涵及其相互关系,对西方国家和其他国家实行双重标准,其实质是西方国家在新形势下以"人权"之名推行强权政治和霸权主义,干涉别国内政和侵犯别国主权,是全球化时代的新干涉主义。
