“以药补医”机制的现象分析及可控策略

Analysis on the Status and It’s Controlling Strategy of the Sysem or the Selling Medicament Compensating the Hospitals for the Loss of the Business Proceeds

为探讨有关“以药补医”机制的改革策略,对山东省城市综合性医院的“以药补医”状况进行了综合分析,结果发现1999～2003年间,山东省城市综合性医院中,医院对药品收入一直有着较大的依赖性;药品结余率和医疗亏损率总体上均呈上升趋势,这揭示必须尽快解决医疗亏损、“以药补医”问题。为此,对“以药补医”机制的“合理”与“不合理”及有关的解决策略进行了深入讨论,并提出了相应的建议。

This paper studies the status and problems of using the income of drug to make for medical deficit that exist in comprehensive hospitals of city in Shandong Province in order to explore corresponding strategy of reform.The study shows that from 1999 to 2003 the operation of comprehensive hospitals of city in Shandong Province had been depending greatly on the income of drug,and both profit ratio of drug and deficit ratio of medical treatment had been ascending in these hospitals.This indicates that the problem of using the income of drug to make for deficit must be solved as soon as possible.To this end,this paper discusses in detail rationality and non rationality of using the income of drug to make for medical deficit and related strategy,and puts forward corresponding suggestions.
