Key Economic Factors in the Old-age Insurance Reform

2001年7月中国社会保障体制改革试点在辽宁省开始实施。文章重点研究了养老保险体制改革试点中的关键经济条件和支撑能力,分析养老保险试点方案的现实可行性,为试点方案的推广提供理论和实践依据。文中用定量方法分析了个人养老保险费用负担能力、企业养老保险费用负担能力、财政对养老保险的支持能力及宏观经济条件对养老保障支持能力,提出了养老保险体制改革与完善的对策与建议。

Social security system reform has taken place in Liaoning province since 2001. This paper focuses on the key e-conomic factors and support ability for old-age insurance reform, and analyzes on the feasibility of the experiment, providing with theoretical and practical basis. Some quantitative methods have been adopted in this article to analyze the possibility of individual, enterprise and government financial support for the old-age insurance, and the possibility of macroeconomic condition for supporting old-age insurance. Finally some suggestions and countermeasures are pro-vided for old-age insurance system reform and its improvement.
