社会养老保险改革中“空账”问题及对策研究

Researches on the problem of“ the Empty Account” in the Course of Social Pensions Insurance Reform and on its solving methods

“空账”已成为困扰我国社会养老保险制度的一大难题。本文首先对空账形成的原因进行了分析，并进一步指出其引发的一系列问题，最后提出了解决空账问题的对策建议。

： The 'Empty Account' has been a difficult problem that has been making bad effects on our social pensions insurance. The article analyzes the reasons of the Empty Account's coming into being, furthermore makes out a series of problems having been caused, and finally puts forward advice that could solve the problem of the Empty Account.
