绩效评估:政府行政改革和再造的新策略

摘要 绩效评估是公共行政的重要环节 ,它如一个“方向标” ,指向哪里 ,受其制约的组织和个人就会奔向哪里。市场经济的客观要求、入世的承诺以及财政赤字居高不下的现实压力 ,党和国家反对腐败的坚定决心 ,以及新一届中央领导集体提出的科学发展观、正确政绩观以及《行政许可法》的正式实施 ,都使得在新的历史阶段政府行政改革的必要性和紧迫性凸现 ,实行绩效评估和管理已经成为政府行政改革与创新的策略和重要举措。本文力图将政府绩效评估置于全球政府行政改革背景下 ,分析了绩效评估的内涵和意义及其在我国的实践 ,认为绩效评估是中国政府行政改革和再造的新工具。 Performance evaluation is an important link of public administration. It's like a“direction flag”, its direction decides that of the organizations and individuals controlled by it. The objective demand of market economy, the promise of entry into WTO, the realistic pressure of high financial deficit, the strong determination of the Party and State about anti-corruption, the scientific development opinions and correct political performance opinions put forward by the new central governmental leading group, and the formal implementation of Administrative Permission Law, have made the administrative reform of the government in the new historical phase more necessary and urgent. The implementation and management of performance evaluation has become the tactics and important measure of governmental administrative reform and innovation. This article tries to put the evaluation of governmental performances under the background of global governmental administrative reform, analyzes the intension and significance of performance evaluation and its practice in our country, and believes performance evaluation is the new tool for Chinese governmental administrative reform and rebuilding. [
