A Discussion on Approaches and Methods for Transformation of Forest Management from Resources-based Way to Capital-oriented Goal

本文结合四川实施的“三个转变”战略 ,根据经济学理论和森林法律法规 ,阐述了森林资源向森林资本转变的实质和重要性 ,提出了转变的依据、途径。

In this paper the essence and importance of transformation for forest management from the resources-based way to the capital-oriented goal were expounded and the reasons,approaches,principles and methods for those transformation were put forward according to the theories of economics and related forest laws and regulations and in combination with implementation of 'Three Transformations' strategy in Sichuan Province.
