实行积极的财政政策应采取的措施以及大力开发西部建设,应集中政府财力,调整财政支出结构,在依法治税的同时,清理收费进程,要实施积极的结构调整政策,培养新的主导型消费热点,在放松政府管理上迈出实质性步伐。
To implement active financial policy should greatly develop west part construction,measures following:concentrating government financial resources,regulating expenditure structure,governing taxes according to law,cleaning charge process,implementing active structure regulating policy,training new and main consumption hot point,and going along practically in loosing government management.
