西藏“一江两河”中部流域地区以农牧业为主体的区域性综合开发,是国家“八五”和十年规划的重点建设项目,对促进西藏经济,社会发展具有极其重大的意义。以科技为先导和依托,是进行综合开发,提高投资效益的必然要求。根据当地市场经济的要求,通过推广先进适应技术、进行技术开发和科学研究,加强科技教育,充实科技力量,以充分利用本区自然和社会资源,促进农村生产要素最佳配置,提高农村各业技术水平,促进商品经济发展,改善生态环境,发展效益农业,将是本区传统农业向现代化农业发展,逐步建成西藏商品粮基地、畜产蔬菜副食品基地、轻纺手工业和科技示范基地和实现开发目标的关键。

Ihe regional comprehensive development programme with agricultureand livestock as the mainstaking in the middle reaches of the Yaluzangbu River and itstributaries-Niancu River and Lasha River in Tibet is the key construction project of thenational 8th 5-year plan and the 10-year planning is of great significance in promotingand social development in Tibet. With science and technology as the leading guidanceand base,this is the necessary requirement to carry out the comprehensive developmentand to improve investment benefits. Based on the requirements of the local market econ-omy,it is necessary to make full exploitation and utilization of local natural and social re-sources. to stimulate the best matching of rural productive elements, to raise technicalleve1 of rural undertakings,to promote commodity economic development,to improve eco-environment and to develop beneficial agriculture through the extension of advancedand adaptable techniques,the implementation of technical exploitation and scientific re-search,the strengthening of science and technology education and the filling out of sci-ence and technical efforts. This will be the key to the transformation of traditional agri-culture into modern agriculture,to the gradual establishment of the commodity food pro-ducing base,high-yielding vegetable and non-staple food producing base,light indus-try,textile industry,and handchraft demonstration bases so as to achieve the developingobjective in Tibet.
