Problems and Countermeasures of Urban Infrastructure Construction in China

城市基础设施是既为物质生产又为人民生活提供一般条件的公共设施 ,是城市赖以生存和发展的基础。由于历史和体制转型的原因 ,城市基础设施的建设存在着许多问题 :认识上的偏差、城市总体规划水平低、城市投融资体制陈旧、新设施的建设资金浪费、质量低劣及存量资产的运营管理混乱等。对这些问题进行了分析 。

Urban infrastructure provides basic public service for both material manufacturing and people's daily life, and it is the basis for urban existence and development. As the historical problems and system transition, there exists lots of problems in urban infrastructure: the deviation conception of relationship between function of the market and government, the low standard of overall urban schemes, the old investment and financing systems, the waste funds and lower quality of new facility construction and poor management existing service administration. Countermeasures are presented to solve these problems.
