The grand goal of building a well-off society in an all-round way is put forward at the 16th National Congress of the CPC. Only when most farmers and herdsmen in China has been well-off can the society be well-off in the real sense.Sports are indispensable in improving people's whole quality and building a well-off society in an all-round way. And positive countermeasure of rural sports development in less developed areas is the concrete embodiment of 'the Three Represent's'.
