摘要
城市土地资源是城市最重要的资源之一,要使城市土地充分发挥其作为稀缺资源的作用,必须使土地资源的经营和使用通过市场进行配置。文章首先对城市土地经营管理市场化运作的理论基础进行分析,继而陈述了目前城市土地市场化运营过程中出现的系列问题和市场化体系的构建要素,最后指出规范土地产权制度、改进土地流转制度及促进土地资源市场化改革的发展方向。
Urban land resource is one of the most important properties of cities, but this resource must be managed and operated depending on the market's disposal if it is required to play the role as a kind of rare resource. The article first states the basic theory of urban land resource's marketable management, then it analyze a series of problems in this process today and the elements of its marketable system, and at last it points out a developing way of standardizing the property rights, developing the land's circulation and improving market reform to promote urban land resource management.
