Therefore the pivotal process of scientific and technological management is the effectively administration of patent. As for the university, the branch of the science and technology must take the initiative to administrate the patent application、 patent confirmation and evaluation、 conservation of patent data and so on, which consequently promotes the development of science and techology at high university.
